Project Name and Title (provisional): Successful Mobility Beyond Borders
Programme reference: Erasmus+ KA2 – Strategic partnerships in the field of education, training and youth (specific sector: Vocational Education and Training)
Applicant organization: Università Roma Tre – Department of Educational Sciences
Aim of the project: To increase the preparation and chances of success of migrant workers within the European area, by reducing the level of improvisation in the definition of migratory paths and developing tools that allow a better coordination between the main information channels, career guidance services and vocational training system.
Target group: The project is addressed to all those migrant workers who can freely move within the European area, with particular attention to non-EU nationals who are already resident in any member State and own a permanent residence permit (secondary migrations).
Rationale: The last decade economic and financial crisis has accentuated trends by a growing number of individuals to make mobility a strategic choice for their social and professional enhancement, including both EU citizens and non-EU nationals who have already been living in any member State and are allowed to move freely within the European Union. This is particularly evident for Mediterranean and Eastern Europe residents and, among them, non-EU nationals are the ones who face greater difficulties when undertaking new migrations. From 2009 to 2012, as an overall size of the phenomenon, an average of 1,5 million people per year has moved from one country to another within the European Union (Eurostat), looking for their personal, social and professional fulfilment.
However, despite the existence of rules allowing the free movement of people across Europe, the migrants’ chances of success are drastically reduced by a high level of improvisation in the definition of mobility choices, mainly because of the following factors:
To increase the migrants’ level of awareness and their chances of success, it becomes essential to develop effective tools aiming to facilitate the circulation of information and the coordination among all those organizations, both in the countries of origin and destination, which provide guidance and training to people willing to undertake new migrations. In particular, the project aims at providing updated information on the actual opportunities offered by the labour market in the country of destination and effective language training tools to facilitate the professional and social integration of migrants.
Main results and outcomes: The project structure includes three strictly interconnected phases, each of them leading to concrete results that are functional to the achievement of the project specific objective.
PHASE 1. Research and analysis aiming to deepen the knowledge of the phenomenon, by gathering and structuring the relevant information on the issues addressed by the project. The main objectives of this phase are:
PHASE 2. Creation of a web platform aiming to foster:
PHASE 3. Creation of pilot training courses aimed at providing migrants specific professional and language skills as well as certifications recognized at European level. As known, the immigrant work covers professions and economic sectors that vary from one European country to another, creating forms of specialization based on ethno-cultural factors. However, these areas are susceptible to rapid changes, which require a continuous updating of professional skills. For this reason, the pilot training courses are structured on the basis of the information collected in the previous phases and will be integrated into the web platform as open educational resources (OER), with particular attention to language skills and the identified occupational sectors (for example: constructions in Polish, Swedish and Romanian; tourist reception in Italian and Spanish; grape harvest in Italian and French; transport and logistics in German and English; etc.). During this phase exchanges of trainers between the different countries involved take place as well as pilot tests to fine-tune the project products.

Each organization willing to join the consortium is kindly invited to fill in the online form by 21st of March 2015. Every partner is expected to provide at least two letters of support from local stakeholders by the submission of the project proposal.
